Brazil’s Finance Ministry authorizes two licensed operators to reduce active betting brands under SPA oversight.
SPA Greenlights Portfolio Adjustments
Brazil’s regulated betting framework continues to tighten as operators streamline their brand portfolios under the supervision of the Secretaria de Prêmios e Apostas (SPA), a body within the Ministério da Fazenda.
This week, the SPA authorized two licensed companies to reduce the number of brands operating under their approvals. The decisions were published in the Official Gazette of the Union (DOU) and signed by Acting Secretary Daniele Correa Cardoso.
In both cases, operators were cleared to move from three authorized brands to two. The changes took effect immediately upon publication.
BIG Brazil Discontinues CAESARS
BIG Brazil Tecnologia e Loteria S.A. previously managed three platforms in the regulated market:
- BIG (big.bet.br)
- APOSTAR (apostar.bet.br)
- CAESARS (caesars.bet.br)
Under Ordinance SPA/MF No. 410, dated February 12, 2026, the company will continue operating only:
The decision formally revokes earlier approvals issued in February 2025 and confirms the exit of the CAESARS brand from Brazil’s regulated segment.
Lindau Gaming Drops BETPARK
Lindau Gaming Brasil S.A. received similar authorization under Ordinance SPA/MF No. 418, dated February 13, 2026.
Previously, Lindau Gaming operated:
- SPIN (spin.bet.br)
- OLEYBET (oleybet.bet.br)
- BETPARK (betpark.bet.br)
Following the new approval, the operator will retain:
BETPARK is no longer part of its regulated brand portfolio.
Legal Framework Behind the Decisions
Both approvals were processed through Brazil’s Betting Management System (SIGAP), referencing:
- Process No. 0005/2024 (BIG Brazil)
- Process No. 0085/2024 (Lindau Gaming)
The ordinances cite Decreto nº 11.907, alongside Lei nº 13.756 and Lei nº 14.790 as the legal basis for regulatory authority and licensing adjustments.
The framework allows operators to request structural changes, provided administrative and compliance requirements are met.
Market Snapshot: 82 Operators, 191 Brands
Brazil’s regulated betting market currently includes:
- 82 licensed operators
- 85 operational licenses (82 general, 3 court-mandated)
- 191 active brands
The recent brand reductions do not impact the operators’ licensing status. Instead, they reflect portfolio consolidation within a maturing regulatory environment.
As oversight mechanisms evolve, administrative refinements such as brand rationalization signal a shift from rapid expansion to operational optimization under the Finance Ministry’s supervision.
Summary
Brazil’s Finance Ministry, through the SPA, has authorized BIG Brazil and Lindau Gaming to reduce their approved betting brands from three to two. The move reflects administrative flexibility within the country’s
