Senate Advances Youth Protection Bills

Romania is edging toward stricter gambling controls after the Senate approved two key bills targeting youth access and advertising exposure.

On February 16, senators voted 96–8 (two abstentions) to raise the legal gambling age from 18 to 21. The proposal now proceeds to the Chamber of Deputies for final approval.

The initiative was led by Raluca Turcan of the National Liberal Party (PNL), who framed the reform under the slogan “Protect the Age of Innocence.”

Turcan argued that gambling visibility has expanded too aggressively, increasing exposure among young adults.

Daytime Betting Ads Face Restrictions

In a separate vote the same day, the Senate approved further limits on gambling advertising.

Lawmakers backed the measure 90–9, with 10 abstentions. The proposal would:

  • Ban gambling ads across online and audiovisual media between 6am and midnight
  • Restrict the use of celebrities, athletes, and influencers in betting promotions

The initiative was supported by members of the Save Romania Union (USR), who said the objective is to reduce the everyday presence of betting brands in mainstream media.

Both bills now await debate in the lower chamber.

Regulatory Pressure Mounts

The legislative push comes amid heightened scrutiny of the National Gambling Office (ONJN).

In 2025, the regulator faced criticism following audit findings related to licensing supervision and revenue oversight. Leadership changes followed, with Vlad-Cristian Soare appointed president in April 2025.

Since then, ONJN has introduced:

  • Enhancements to the national self-exclusion system
  • Clearer responsible gambling messaging
  • Stronger oversight commitments

If approved by the Chamber of Deputies, the bills will require formal enactment by Nicușor Dan.

For operators, the direction is unmistakable:
