Meta said it will begin charging advertisers a location-based fee from July 1, 2026, to offset digital service taxes. The fee is 2 percent in the UK, 3 percent in France, Italy, and Spain, and 5 percent in Austria and Turkey. It applies based on where the ad is delivered, not where the advertiser is based. It also covers image and video ads on Meta platforms, including WhatsApp click-to-message campaigns.

For arbitrage teams in gambling, dating, and other aggressive-buying verticals, that is not just platform trivia. It changes campaign math directly. Break-even bids move, already thin GEOs get thinner, and funnels that were surviving on a narrow margin can quietly flip negative without any visible creative problem. Buyers who still run Meta traffic by old CPA benchmarks are going to relearn their numbers the hard way.
