Meta said it will begin charging advertisers a location-based fee to offset digital service taxes, with rates of 2 percent in the UK, 3 percent in France, Italy, and Spain, and 5 percent in Austria and Turkey. The fee applies based on where ads are delivered, not where the advertiser is based.  

For arbitrage teams, that is not finance-department trivia. It directly shifts break-even bids, squeezes already expensive GEOs, and makes older CPA benchmarks less trustworthy. If your funnel was only barely holding on Meta before, the platform just made the math even less forgiving. That matters most in verticals like gambling and dating, where approval lag and backend quality already make front-end margin fragile.
