$1.6B regulated market faces shadow threat
Ukraine’s regulated gambling industry may appear resilient on paper, but fresh figures reveal a market fighting for survival beneath the surface.
According to the Ukrainian Association of Gambling Operators, the country’s legal online betting sector generated approximately UAH 59–60 billion last year — roughly $1.6 billion.
Alexander Kogut, head of the association, confirmed that while revenue remains substantial, expansion has stalled. Inflation has erased real growth, and the legal market is now effectively saturated.
34 licensed operators — but limited upside
Currently, 34 licensed companies operate digital gambling platforms across Ukraine.
Key market indicators include:
- Average weekly player spend: UAH 2,426 (around $65)
- Annual regulated turnover: ~UAH 60 billion
- Market growth: Flat in real terms

Illegal gambling rivals the legal market
Industry research suggests the shadow segment now controls between 46% and 53% of total gambling activity.
Independent estimates from:
place illegal turnover between UAH 55 billion and UAH 60 billion annually.
That means the total gambling volume in Ukraine may range from UAH 100 billion to UAH 120 billion — with nearly half operating outside regulatory oversight.
Russian-linked operators dominate shadow sector
Beyond financial leakage, the illegal segment presents structural and geopolitical risks.
Kogut warned that Russian-linked entities control a significant portion of the unlicensed market. These offshore platforms:
- Pay no Ukrainian taxes
- Ignore player protection standards
- Operate without responsible gambling safeguards
The result is a dual crisis — economic and national security. Billions of hryvnias leave the country while state tax revenues shrink at a time of heightened fiscal pressure.
Revenue ceiling looms without intervention
Kogut cautioned that legal turnover will likely hit a hard ceiling near UAH 60 billion unless authorities take decisive action.
Licensed operators face:
- Strict compliance costs
- Advertising restrictions
- Responsible gaming obligations
Meanwhile, illegal sites attract players with aggressive bonuses and fewer limitations. The imbalance makes fair competition nearly impossible.
Without meaningful enforcement, the regulated sector cannot expand beyond its current threshold.

Industry leaders are urging authorities to:
- Strengthen technical blocking of offshore sites
- Tighten digital enforcement measures
- Improve operating conditions for licensed platforms
A thriving regulated market would generate critical tax revenue and reinforce consumer protections. But unless the illegal ecosystem is curtailed, legal operators remain boxed in.
